Mere minutes from Panama City, Florida, along the East Bay and Gulf of Mexico, lies Tyndall Airforce Base. It was here that JE Dunn Construction worked alongside design partners Hoefer Welker and BranchPattern to deliver to the client – US Army Corp of Engineers (USACE) – the Tyndall Air Force Base Ambulatory Care Clinic Modernization project.

During their annual awards ceremony, DBIA-MAR (Design-Build Institute of America – Mid-America Region) recognized the success of this robust modernization project with an Excellence Award in the Healthcare category.

The award highlights the team’s integrated and collaborative approach to design-build project execution and was especially meaningful as JE Dunn was both prime contractor and designer of record for the design/build renovation project. The Excellence Award is JE Dunn’s first-ever award recognizing the company’s in-house design and construction services.

JE Dunn executed a lump sum, firm-fixed price design-build contract with the USACE. Architect Hoefer Welker supported architectural design providing document production (as well as interior design) services.

The modernization project was initiated to realign and/or right-size several 325th Medical Group (MDG) departments in Building 1465 due to changing base mission objectives. In addition, the connected Annex had significant interior damage as a result of Hurricane Michael in 2018 and was not functional. The design-build project built out new patient care and support spaces within the Annex and enhanced its exterior envelope to reduce energy usage and operational costs.

Thanks to early involvement, the entire team was engaged from the onset, establishing a strong foundation needed to execute this complex project. JE Dunn received Notice to Proceed (NTP) for the design-build contract on Nov. 30, 2021 with a contractual completion date of Sept. 30, 2024. Through efficient phasing, partnering and extensive collaboration, the project completed more than four months ahead of schedule, achieving beneficial occupancy on May 14, 2024.

This 1,572,278 square foot, secure, campus houses large and microelectronic manufacturing spaces, cleanrooms for component assembly and testing, laboratories, mission critical operations, offices and warehouse space for the Department of Energy. The campus houses 2,500 employees.

Within the campus is an administrative space consisting of a 3-story, 340,250 square foot steel frame office building. For security purposes, the building was designed to be flexible to allow what are referred to as “outer”, “middle”, and “inner” areas and access is restricted accordingly. The building uses both demountable partitions and fixed walls in order to help achieve this flexibility. As such, the spaces are adaptable and can be reconfigured in a quick and cost effective manner, when needed. The skin of the administration building consists of a combination of concrete panels with sandblast finish, precast metal panels on mechanical penthouses, and a mixture of strip and punched glazing.

The campus houses non-nuclear, high-tech electronic components and assemblies on a large scale for the NNSA in support of the national defense effort. Spaces provided for large-scale, microelectronic manufacturing and critical process-related production spaces in a clean environment include microelectronic and component assembly and electrical fabrication; excess and reclamation processes; labs and engineering labs; manufacturing; specialized materials production; plastics and rubber processes; testing and inspection; paint and heat treating; inspection and testing; packaging; special warehouse storage; and shipping.

Of approximately 1.5 million square feet of usable space, it includes more than 150,000 square feet of modular and fixed Class 100, Class 10,000 and Class 100,000 cleanrooms for assembly, electrical fabrications and testing. The mechanical systems are constructed to control and prevent cross-contamination.

In a Task Order Agreement with National Renewable Energy Laboratory (NREL) and a design-build partnership with SmithGroup, JE Dunn is currently delivering its first project of the agreement, the Energy Materials and Processing at Scale (EMAPS) Facility. The Task Order Agreement lasts five years and covers a wide variety of project types on the NREL campus, from ground up new construction to renovations in occupied laboratory buildings, to upgrading the campus electrical infrastructure.

EMAPS will be a new laboratory to integrate manufacturing processes at scale using broad, multi-disciplinary sciences and technologies to accelerate industry’s adoption of the future circular and clean energy economies. It will include laboratory space to study the full life cycles and supply chains for energy-relevant materials and products and will primarily support the following areas of research: electrons-to-molecules, advanced electrification, green process innovation, and advanced biology and chemical processing. These research areas will be supported by a High Bay pilot-scale process integration laboratory. It will house research from the following NREL directorates: Mechanical and Thermal Engineering Sciences (MTES), Materials, Chemical and Computer Science (MCCS), and Bio-Energy Science and Technology (BEST) programs.

The Wayne L. Morse U.S. Courthouse is a 266,742 square-foot steel and concrete structure with brushed stainless steel exterior skin. Its five stories contain a four-story atrium, six courtrooms, judges’ chambers, holding cells, U.S. Marshals Service office, bankruptcy courts and other government offices. It incorporated the latest security measures for federal facilities, including force protection, limited progressive collapse, and blast requirements in glazing and skin. The building was the first federal courthouse to achieve LEED Gold certification by the U.S. Green Building Council.

Close collaboration with the design team and the client resulted in over two dozen awards including recognition as the Government Building of the Year by Building Owners and Managers Association (BOMA), the GSA 2008 Construction Excellence Award, as well as a national Top 10 Green Project by the AIA Committee on the Environment (COTE).

JE Dunn + SmithGroupJJR completed this expansion to the U.S. Department of Energy’s National Renewable Energy Laboratory’s South Table Mountain campus: the Energy System Integration Facility (ESIF). This design-build project consists of three buildings, each linked together under one roof: a three-story, 44,000 SF office building; a 37,000 SF data center; and a 84,000 SF high bay research laboratory. Also included are conference areas, visualization rooms, a break room, atrium lobby and a connector between the buildings. ESIF is a LEED Platinum certified building.
The high-performance computing and data center (HPCDC) expands the laboratory’s capabilities in modeling and simulation of renewable energy technologies and their integration into the existing energy infrastructure. The petaflop-scale (one petaflop equals one quadrillion floating-point operations per second) high-performance computer enables large-scale modeling and simulation of material properties, processes and fully integrated systems that is too expensive, too dangerous, or even impossible, to study by direct experimentation.
Not only is the HPCDC the fastest computing system dedicated to renewable energy technologies in the world, it is one of the most energy efficient data centers in the world operating at a power usage effectiveness (PUE) rating of 1.05 annual average.

The Richard Bolling Federal Building was built in 1965 and is a 21-story building located in downtown Kansas City. Over the course of 12 years, JE Dunn led the construction of the 4-phase occupied office renovation, exterior retrofit, and new plaza entries. Renovations included the complete renovation of all 21 floors, including asbestos and lead paint abatement; spray fireproofing; rail seismic upgrades; and new electrical, fire, and mechanical systems. The project also included renovations on the ground floor and replacement of sub-basement AHUs and piping. Exterior work included replacement of all windows and re-caulking of exterior facade. The project included a 2-story addition to the building’s south entry, landscaping, perimeter blast protection, and childcare drop off. Lastly, a key feature of the project was the exterior courtyard renovation. The plaza consists of architectural white concrete, granite foundation walls, a new reflecting pool, security bollards, and landscaping.

JE Dunn is currently renovating the Historic U.S. Air Force Academy Cadet Chapel in Colorado Springs, CO. Considered one of the most recognized icons in the U.S. and most visited Colorado landmark, the Cadet Chapel was built in 1963 and designed by Skidmore, Owings and Merrill of Chicago. It was named a U.S. National Historic Landmark in 2004 and is home to six worship spaces; a 1,950-pipe organ; and a 4,518-pipe organ. The Chapel is 150 feet tall and is most known for its 17 metal spires, or tetrahedrons, enclosed with aluminum panels and Dalles de Verre Glass. It includes a Protestant chapel, a Catholic chapel, a Jewish synagogue, a Muslim Mosque, a Buddhist temple, a Falcon Circle, and All Faiths rooms. JE Dunn constructed a super structure over the Chapel to protect the building from weather as they disassembled the structure for refurbishing. The organs, pews, and stained-glass windows were removed for refurbishment, preserving all original pieces and the history of the Chapel.

The historic Pioneer Courthouse is located in the heart of downtown Portland. Since the site covers an entire city block, access, public safety and traffic flow were critical issues. Pioneer Courthouse was originally built in 1875, long before seismic building codes. To update the building and make it seismically sound, JE Dunn installed a friction pendulum base isolation system. The friction pendulum base isolation system works by separating the building from the earth, in essence creating a dry moat around the building, detaching the it from the ground at the perimeter. The isolation system allows the building to move freely from the earth up to 18 inches in each direction. All installation work happened underneath the building, preserving the historic fabric of the building. The courthouse is now able to withstand a subduction earthquake up to 8.5 magnitude, and the interior has been carefully refurbished to replicate its original characteristics.
