Remodeling on an active, open campus is always a challenge. During Phase 2, the project team used a phased construction approach, along with temporary walls and signage, to reroute occupants through the building. Occupancy was lessened to 20% in Phase 2 due to COVID-19, but the required COVID-19 protocols created additional constraints. Despite this, Phases 1 and 2 were both delivered under budget and on time, enabling the Owner to use the savings for other priorities.

From the outset, Lakewood Cemetery told the project team they didn’t want to just talk sustainability, they wanted to live it. The Welcome Center was designed to be net-zero energy ready in alignment with Lakewood’s value of environmental stewardship, able to produce enough renewable energy to meet its own annual energy consumption requirements, thereby reducing the use of nonrenewable energy. Means used to achieve these sustainability goals include two geothermal wells, 208 solar panel arrays, energy-efficient building skin materials, and smart MEP fixtures and controls.

By planning construction activities around upcoming ceremonies and events, phasing the work in multiple locations, providing temporary roads, and meeting with the surrounding neighborhood groups, the project team was able to minimize operational disruption to the cemetery and to the nearby community. The project broke ground in August 2022 and was completed in March 2024. In addition to the Welcome Center, approximately seven acres of sitework and landscaping improvements were also included.

One of the project initiatives by Hennepin County was to include diverse workforce goals of 32% minority and 20% female, along with a diverse group of project subcontractors of at least 26% SMBE and SWBE. JE Dunn partnered with TRI-Construction, a small Black-owned general contractor, to provide them with mentoring and experience on construction of a large, complex project. Additionally, we coordinated with KMS Construction, a Black-owned generator contractor hired directly by the Owner to do some of the interior finishes for the project.

A significant component of the project was to have the building be more sustainable for the future. Irrigation is fed from large underground storm water tanks that hold storm water from the site, and a separate water reclamation system collects water from the roof drains, cleans it, and uses it to flush toilets within the building. The existing facility also replaced its existing boilers, chiller, and generator with more efficient equipment. The new electrical gear is designed to receive solar power from panels that could be installed on the roof in the future if desired.

As with any historic renovation, this project came with its fair share of challenges. During construction of the new elevator, it was found that the existing footings were much shallower than anticipated and the soil was very dry where the elevator was to be installed, meaning additional work was required. The construction team worked with the architects and engineers to properly underpin the existing foundation, and the elevator was installed into a new shaft created at the proper depth per code.

Bringing this much-loved, historic building up to modern standards so it can be fully used by staff, visitors, and the community required a combination of tactics and techniques from cutting edge and state of the art to traditional and historic. The project placed an emphasis on maintaining the historic style of construction and keeping the building as historically accurate as possible, while updating to modern standards for safety, sustainability, and quality. Additional historic character exposed during demolition needed to be salvaged and integrated into the renovation while still meeting original project goals.

Located in an urban setting and adjacent to surgical suites and other sensitive hospital programs, the project required careful coordination and planning to ensure minimal disruption to hospital neighbors, patients, staff, and visitors. The project site required the demolition of two existing buildings, extensive earth retention and underpinning, and vibration and dust monitoring/mitigation programs.

Major equipment in the CUP includes an 80,000 lb./hour boiler, a 60,000 lb./hour boiler, a 4.2 megawatt gas combustion turbine with an 80,000 lb./hour heat recovery steam generator, four 2,500 ton chillers, six 3,333 gallon/minute cooling towers, water treatment systems, rainwater collection systems, and three emergency generators.
